Clément Nourrisson focuses on two main practice areas: public contracts (public procurement and public ownership) and the creation of public and semi-public structures.

In the area of public contracts, Clément Nourrisson advises and represents public players with regard to the definition of their needs, and assists them in the implementation of their contracting procedures (public contracts, partnership contracts, concessions, public service delegation (DSP-Délégation de service public), administrative long-term lease (BEA- Bail emphytéotique administratif), temporary occupancy permits (AOT- Autorisation d’occupation temporaire) etc.) in numerous sectors (buildings, infrastructure, transport, energy, waste, water and sanitation, etc.). He also assists them in the performance of their contracts, in particular in the event of disputes over compensation or termination.

As regards public and parastatal structures, Clément Nourrisson regularly advises public players or associations in the context of the development of legal tools in several sectors (renewable energies, economic development, environmental compensation, land, etc.). He then assists them during the creation of these structures (study of governance, drafting and negotiation of contractual documentation, completion of creation formalities, etc.). He has thus developed and created several semi-public companies, local public companies and public interest groupings.

In recent years, Clément Nourrisson has also developed particular expertise in the areas of visual pollution, outside advertising, local advertising regulations and local tax for outside advertising (TLPE- Taxe locale pour la publicité extérieure). He assists municipalities and inter-municipalities in the drafting or revision of their local advertising regulations, in the exercise of their outside advertising policing powers and in the implementation or optimisation of their TLPE.

Clément Nourrisson is a lecturer at the Jean Moulin Lyon III University.
